Tony Blair’s new policy of random drug testing in schools has run into confusion.

The Department for Education and Skills admitted that headteachers have no powers to force pupils to provide urine or blood samples for drugs tests.

“It is certainly up to the child. If they don’t want to give a sample, they can say no. But if they do [refuse], they could be breaking school rules,” a DfES spokeswoman said.
