PM targets anti-social behaviour

Further details have emerged of this week's Queen's Speech.

There will be a new anti-social behaviour bill and plans to cut benefits of parents who fail to control their children and council tenants who are "neighbours from hell".

There will also be a raft of measures aimed at overhauling the criminal justice system which the prime minister sees as being too weighted in favour of criminals.

Also to be announced will be legislation making child rape a statutory offence carrying tough sentences. A "loophole" requiring the prosecution to prove a lack of consent for rape cases.

Tony Blair has been strongly criticised by several papers for leaking details of the Queen's Speech.
