Tony Blair will today launch a crackdown on yobs, vandals and litter louts who spoil the quality of life in towns and cities. He will propose changes to the youth justice rules so that young offenders can be put to work cleaning up graffiti and picking up litter.

The plans will also include increased funding of the scheme of neighbourhood wardens and a £30 million scheme of home zones, where residents have priority over traffic, and plans to dispose of abandoned vehicles.
