A government target on reducing damaging household carbon emissions was scaled down yesterday.

Environment secretary Margaret Beckett announced that the emissions forecast contained in last year's energy white paper has been cut from five million tonnes to 4.2 million tonnes by 2010.

However she insisted that overall energy efficiency would improve.
