Human rights blow to footpath plan

Government plans, contained in the Road Traffic Act 2000, to curb the use of off-road vehicles on countryside footpaths has been scrapped because the move breached human rights laws.

Rural affairs minister Alun Michael said plans to make people automatically guilty of an offence breached the presumption of innocence contained in the European Convention on Human Rights.
