Thousands of farmers and landowners are set to run the risk of prosecution under new plans to make them legally responsible for rubbish that is dumped on their property.

Countryside groups and farmers representatives have condemned the new fly-tipping laws as an attempt to "criminalise" people who are themselves victims of crime.
