Climbie report slams care system
The official report into the death of Victoria Climbie has called for sweeping reforms to children's services in England.
In a damning verdict of every official body involved in the case of the eight-year-old who died after months of abuse from her aunt her boyfriend, Lord Laming's report details a catalogue of administrative, managerial and professional failures.
It concludes that the child's life could have been saved on 12 separate occasions.
One suggestion in the 400-page report is for a new national organisation responsible for children and families, and for a children's commissioner to head-up the new commission.
Lord Laming also demands a fundamental change in the mind-set of managers in key public services so they see their role in terms of the quality of services delivered at the front door rather than in administrating bureaucratic and sometimes self-serving procedures.
The health secretary, Alan Milburn, said: "This was not a failing on the part of any one service. It was a failing on the part of every service."
