The private sector could take responsibility for child protection services under plans for new children's trusts unveiled yesterday by Alan Milburn.

The health secretary said that the trusts will have powers for health, social care and education of children at a local level.

The trusts, which will be piloted from December, will plan, commission, finance, and where appropriate, provide services.
