'Rubbish tax' for those who fail to recycle
The Environment Agency is said to back a Cabinet Office scheme to charge households who fail to do their bit for recycling.
More virtuous households who sort garbage into categories such as glass, plastic and paper would pay nothing. Downing Street dismissed earlier reports that a "rubbish tax" was being considered for all households but the "residual charging" proposals would only see unsorted rubbish charged.
