The government is mooting a proposal which could see householders charged £1 for every additional bag of rubbish they leave out for refuse collection.

A Tory spokesman said the move could result in an explosion in fly-tipping.

"We have fridge mountains and dumped cars - now we shall see rubbish lining the street," he said.
