Land Registry's 10-Year Strategic Plan, originally published in May 2002, began its development in June 2001 with the publication of our Quinquennial Review (QQR). The QQR report made recommendations about how, as an Agency, we can make long-term improvements to the services that we provide. The report also provided the building blocks that have been used to develop Land Registry's 10-Year Strategic Plan - the eight fundamental business goals that now form our strategic objectives.

After extensive consultation with staff, stakeholders and customers we agreed an ambitious long-term strategy with the Lord Chancellor's Department, now the Department for Constitutional Affairs. The 10-Year Strategic Plan was built around the eight strategic objectives contained within the recommendations of the QQR report. The strategy concentrates on the provision of land registration services electronically. However, we do recognise that a proportion of our customers will wish to deal with us through traditional methods (by post, telephone etc) as well as, or instead of, electronic means. We will continue to provide these methods for as long as our customers choose to use them.

Everyone working for Land Registry will have a part to play in the successful achievement of our strategic objectives. For some developments to be satisfactorily completed we will need to work closely with others in both the public and private sectors - something we have become better accustomed to through initiatives such as the development of the National Land Information Service (NLIS) or electronic conveyancing.

The Lord Chancellor officially launched Land Registry's 10-Year Strategic Plan on 28 May 2002 - and we have recently published our first annual revision of the plan.

Any good Strategic Plan is dynamic in order to remain challenging and relevant. Land Registry's Directing Board intends to review and republish our long-term strategic plan at the beginning of every financial year. The annual revisions will be approved by Ministers. This process of review, reflection and re-evaluation will ensure that the Strategic Plan changes to suitably address the changing needs of our business, our staff and our customers. As priorities change throughout the life of the strategic plan we may need to add new milestones to the strategy and remove those which have been completed.

For our long-term strategy to remain fresh Land Registry Board has decided that the 10-Year Strategic Plan is to be a 'rolling' document, and as one year is completed another year is added. This will ensure that Land Registry always has a forward-looking approach, and can try to predict (and make appropriate arrangements for) those changes that lie ahead that will have the most impact upon shaping our future direction.

Our 10-Year Strategic Plan is intended to be a platform to focus real debate and discussion on the future direction of Land Registry, and we would welcome any comments or suggestions.
