The First Secretary of State (the Deputy Prime Minister) appoints Board members initially for periods of up to three years, and also sets the level of their emoluments.

The recruitment process is run by the Office of the Deputy Prime Minister in accordance with the Code of Practice for Public Appointments Procedures issued by the Commissioner for Public Appointments. Further details about public appointments and public bodies are available on the Cabinet Office website.

The present Board membership includes local authority, Regional Development Agency, Housing Corporation and private sector representatives, and all of the current Board appointments are due to be reviewed by 1 April 2005.

Margaret Ford

Margaret Ford

Margaret Ford was appointed Chairman of English Partnerships in April 2002. She is a Non-Executive Director of Serco plc, Thus plc and Deputy Chairman of Good Practice Ltd, the publishing company that she founded. She spent her early career in a variety of roles in the public sector and as an adviser to Government. She has worked extensively in housing and regeneration and is a specialist in public sector reform and leadership development.

David Higgins

David Higgins

David Higgins joined English Partnerships in March 2003 having previously been Managing Director and Group Chief Executive of the Lend Lease Group. He graduated from the University of Sydney with a degree in civil engineering. He also has a Diploma from the Securities Institute of Australia. Following graduation from university, he spent time working in the United Kingdom and Africa. He returned to Australia and in 1985 joined Civil & Civic, a division of the Lend Lease Group in Brisbane, as a site engineer.

Dr John Belcher

Dr John Belcher

Dr John Belcher grew up in London, Canada and has held a number of key positions charged with researching and improving social welfare in Canada. In 1978 he moved to the UK and held a succession of senior housing and social services posts in Local Government and the voluntary sector. John currently chairs the National Housing Federation Regulation Panel and is member of the NHS Modernisation Board, the Department of Health Work Force Planning Group (older people), the Department of Health Strategic Commissioning Group, the Audit Commission – Housing and Communities Board. He is also a Non-Executive Director of the Gas and Electricity Markets Authority.

Aman Dalvi OBE

Aman Dalvi OBE

Aman Dalvi is Chief Executive of Gateway to London (GTL), an inward investment agency charged with the responsibility of attracting investment into the Thames Gateway. Prior to joining GTL, Aman Dalvi was Chief Executive of Ujima Housing Association, which he led for 10 years. Ujima won several architectural awards in this period. Aman Dalvi was also Assistant Director of Investment (London) at the Housing Corporation. Aman Dalvi spent 12 years in the manufacturing industry with two of the largest food production companies in the UK. Mr Dalvi was awarded an OBE in the 2000 New Year’s Honours list for services to housing.

Margaret Fay OBE

Margaret Fay OBE

Margaret Fay is a former Managing Director of Tyne Tees Television. In her 22 years with Tyne Tees Television she moved from production to management, taking on the role of Managing Director in 1997. Margaret is a Board Member of the North East Chamber of Commerce Regional Council, and a Director of Darlington Building Society. She is a Governor of Teesside University and chairs their Student Experience Committee. She is also a Trustee of Cleveland Community Foundation. She took over from Dr John Bridge as Chairman of One NorthEast on 13 December 2003. Margaret Fay was awarded an OBE in 2004 for services to broadcasting.

Dr Pauleen Lane

Dr Pauleen Lane

Dr Pauleen Lane is a civil engineer by profession, graduating from Manchester University in 1985. After obtaining her PhD, also from Manchester, she worked in Local Authorities for five years in transportation, bridge and highway design, and construction. She took an academic post in geotechnics and computing with UMIST in 1994 and is now active in research and publishing in the UK and USA. She became an elected member of Trafford MBC in 1986, representing the Old Trafford area, and has been Deputy Leader since 1997. She is a Charitable Trustee for Lloyds/TSB Foundation and active in the Institution of Civil Engineers. She is an Audit Commissioner, and was appointed to the Board of the Northwest Development Agency in December 2001.

Robert Napier

Robert Napier

Robert Napier has been Chief Executive of WWF-UK, the UK arm of the World Wide Fund for Nature, since 1999. Before that he spent 16 years at Redland plc, where he was successively Financial Director, Managing Director and Chief Executive. Mr Napier is currently a Non-Executive Director of Anglian Water Services and Chair of the Sustainability Committee of AWG plc. He is a former Director of Rentokil Initial plc and United Biscuits plc. He was formerly Chairman of the CBI Transport Policy Committee and President of the National Council of Building Material Producers. His community activities include being a Governor of Sedbergh School and a Trustee of Baynards Zambia Trust.

Jon Rouse

Jon Rouse

Jon Rouse is Chief Executive of the Housing Corporation. He was previously Chief Executive of the Commission for Architecture and the Built Environment (CABE), Secretary to the Urban Task Force, and Policy and Communications Manager at English Partnerships. Before that, Jon spent five years at the Department for the Environment, working as Private Secretary to the Minister for Housing and Local Government, and with the London Borough of Ealing and the Energy Saving Trust. He has a first degree in Law, a Masters in Urban Policy and Business Administration specialising in corporate finance, is an Honorary Fellow of RIBA, an Honorary Member of the RTPI and has an Honorary Doctorate from Oxford Brookes University. Jon also serves on the Boards of Constructing Excellence and The Housing Finance Corporation.

James Tuckey

James Tuckey

James Tuckey is English Partnerships' Deputy Chairman. He is an adviser to BP plc Pension Fund and Chairman of Fuller Peiser and World Golf Systems Ltd. He has spent 28 years at MEPC, most recently as Chief Executive from 1993 to 1999. A Fellow of the Royal Institution of Chartered Surveyors, Mr Tuckey is a Member of the President’s Committee of the British Property Federation, having served as President during 1993 and is a former Member of the Property Advisory Group to the Department of the Environment (1993 to 1997).

Dr Ann Wright CBE

Dr Ann Wright CBE

Dr Anne Wright is a consultant specialising in e-learning and higher education. She was Chief Executive of Ufi Ltd (the University for industry) from 1998 to 2001, and from 1990 to 1998 was the Vice-Chancellor and Chief Executive of the University of Sunderland (formerly Sunderland Polytechnic). While in the north-east she was Chair of the National Glass Centre in Sunderland. Her former posts include Liverpool Polytechnic, the Council for National Academic Awards, Hatfield Polytechnic and Lancaster University. Dr Wright has been a Member of the Armed Forces Pay Review Body since 2002. She is a Companion of the Chartered Institute of Management. Dr Wright was awarded a CBE in 1997 for services to higher education.
