MPs who backed the government in the vote on university top-up fees dominate the standing committee that will scrutinise the legislation.

The committee's 24 members includes 16 Labour MPs, with just two of the party's rebels among their number. 

George Mudie, who led the rebellion against the plans, and Anne Campbell who abstained in the vote, are the two critical Labour members.

Interviewed in the Times, higher education minister Alan Johnson warns there will be no more concessions to win over dissenting backbenchers.
