Employers who offer generous defined benefit pensions should not be forced to pay the same national insurance rates as those offering less attractive defined contribution plans or no pension benefits at all, according to the chairman of the CBI's pensions board.

Richard Greenhalgh said that the government must embark on an urgent programme of pensions reform.
