The government is deliberately starving schools of money in order to force them to replace teachers with cheaper unqualified staff, a leading union said yesterday.

Doug McAvoy, general secretary of the National Union of Teachers, claimed ministers are waging a "sinister" campaign to make teachers redundant by engineering a financial crisis.
