Clarke considers fees compromise

Education secretary Charles Clarke has signalled that students from the poorest backgrounds may have their top-up fees funded by the government and universities.

The move to exempt the poorest 35 per cent of students is being seen as an attempt to buy-off Labour critics of the controversial policy.
