The Tories will today unveil proposals to establish "patients' passports" allowing those needing treatment to shop around in the NHS and the private sector.

"Unless there is fundamental and radical reform, the NHS will never produce the quality of care we have a right to expect," Conservative health spokesman Liam Fox said ahead of today's announcement.
