Delays haunt casualty units
Ministers are unlikely to fulfil their promise to stop any patient waiting more than four hours in accident and emergency departments by the end of next year.
The latest figures from the Department of Health show that 22 per cent of patients are still waiting more than four hours.
However, the health service has exceeded government targets by increasing the number of adult critical care beds by 31 per cent since January 2000.
