An Audit Commission report to be published tomorrow will conclude that at least three hospitals have deliberately distorted their waiting list figures in an attempt to meet government targets.

Senior executives of NHS trusts in Greater Manchester, North Yorkshire and Hertfordshire have already resigned or been suspended after the commission's investigation.
