Gordon Brown has rejected the Home Office's plans to build five more young offenders' units, according to a report in the Guardian.

The Treasury has also refused to meet David Blunkett's requests for new money to deal with overcrowding caused by the rising prison population.

Home Office documents seen by the newspaper reveal that negotiations for the 2002 spending round are still continuing between the two government departments.
