Gordon Brown is to press for stronger European rules on public borrowing and call on EU member states draw up long-term economic plans in a bid to bring stability to the eurozone.

The chancellor has joined the debate over the future of Europe's growth and stability pact warning against allowing a fiscal free for all but criticising the spending rules current operation.
