Letwin to set out youth crime vision

Oliver Letwin will today call for a shake-up for youth criminal justice policy.

The shadow home secretary has told the Independent that a Conservative government would hand over most of the responsibility for fighting youth crime to the voluntary sector - where radical ideas were free of a "institutionally suspicious" Whitehall.

Letwin will set out new proposals for new young offender units modelled on a south west scheme.
