Chancellor Gordon Brown has been condemned for a "disgraceful" decision not to give a £6.1 million rebate to a trust fund for Britain's 455 Thalidomide victims.

It is the first time in nearly 30 years that the rebate - designed to offset tax paid by victims on their compensation - has been refused.
