European Union member states may need until 2006 to balance their budgets - two years later than planned.

A report published yesterday by the EU monetary comissioner, Pedro Solbes, indicated that Europe is struggling economically.

Some states, including Italy and France, are refusing to make the spending cuts whichh are needed to eliminate their deficits.
