Discipline the key for inner-city schools, say Tories
Contracts between parents and schools are the answer to helping the thousands of pupils who leave school without any GCSEs, the Conservatives will say today.
In the first of a series of policy documents, education spokesman Damian Green will argue that inner city schools are dogged by poor discipline, teacher shortages and violence.
The policy will target factors such as parental involvement and classroom leadership over spending increases.
