'Three spliffs' rule unveiled

Cannabis smokers will face a "three strikes and you're out" rule, police chiefs are to be told today.

People caught with cannabis for personal use will be given a formal warning and have their drugs confiscated.

If they are caught for a third time in 12 months they will face heavier penalties including fines and a caution.

For his relaxation of cannabis laws, home secretary David Blunkett has been voted Politician of the Year by GQ magazine.
