In a report to be published on Thursday, the Audit Commission will tell the government that it has been unable to find any trace of the £210 million additional funding promised for disabled equipment.

Extra money given to hospital trusts and local authorities went on staff pay rises, repaying debts or meeting other priorities, the commission will say.
