Pro-euro advisers to the prime minister are urging him to go for a referendum on May 1, 2003 so that it coincides with local government, Welsh assembly and Scottish parliament votes.

The report comes on the day Lib Dem leader, Charles Kennedy, will call on the government to stop dithering and suggest a poll date of his own in a keynote speech.
