David Blunkett will offer cash deals as an incentive to stop senior police officers taking early retirement in their 40s and 50s in order to prevent the loss of leadership talent from the service. The home secretary will also repeat controversial government plans to increase the role of neighbourhood wardens, security staff and traffic wardens.
