A booze and fags budget?

The tobacco industry yesterday gave the smaller then expected rise in cigarette duty a muted welcome.

The six pence a packet increase was less than predicted, although the industry stressed that the rise would still lead to an expansion in the black market.

The chancellor also announced that duty on all alcoholic drinks is to be frozen over the coming year.
