Long term funding for art's 'premier league'

A government green paper yesterday offered six-year funding arrangements for the best run and best performing arts companies.

Those that fail to meet Arts Council standards will remain on one, two or three-year subsidy contracts.

Other plans include a "books for babies" scheme which would see every child receiving a free pack of books, a library card and an invitation to a story-telling session at a local library.
