14-19 consultation – Response from Edexcel

As we move into the progressive introduction of Diplomas from this September and a full scale review of 14 - 19 qualifications in 2013, Edexcel believes that it is very important to establish the relationship between Diplomas and other existing 14-19 qualifications and that the principles for determining the future of qualifications are clearly stated.  Many existing qualifications have a strong following, serve a particular market need and ensure choice for learners.

Edexcel therefore welcomes the fact that the Government has now decided to publish the principles for determining the future of 14 - 19 qualifications along with a new Joint Advisory Council for Qualifications to approve them. It believes this will help settle much of the uncertainty about the long-term future of qualifications, such as A levels and BTECs.

Thus it confirms that BTECs can continue both as an integral part of the Diploma and as stand-alone qualifications.

Edexcel is mindful that the operation of this system is dependent on two yet to be established bodies in the shape of the new independent regulator and the new Young People's Learning Agency but believes that established procedures for determining learner need and defining specifications to meet them will help ensure the system operates smoothly.

As the only awarding body to have secured the first five lines of the Diploma offer, Edexcel continues to work closely with business leaders and other stakeholders to develop new lines and will continue to produce BTECs and Diplomas that will excite learners and teachers alike.

Edexcel will be offering all five of the first Diplomas from this September and we are working hard to make sure that they are a success. We also welcome the fact that the Government is looking to create a managed transition to the future system, which will enable awarding bodies, schools and colleges to plan appropriately, and is committed to keeping progress under review."
