Mike was born in Ashton-under-Lyne, Lancashire and, having been employed at ICI Blackley immediately after leaving school, then went on to complete his education via Padgate College and Bangor University. In 1977 he started work as a teacher of History and PE in Bolton, and went on to serve as a CAT Support Teacher in Halton until 1992. On the political front, Mike joined the Labour Party in 1977, and from 1979 was a member of Warrington Borough Council, graduating from Chair of Environmental Health and Finance Sub Committees, to Leader of the Council from 1985-92.
The 1992 General Election saw Mike returned as MP for Warrington South, and during his first term at Westminster he was a member of various committees, including the Standing Committees considering 5 out of 6 Education Bills between 1992-1997. Mike was also described by a leading broadsheet as one of Labour's "big hitters" on the Public Accounts Committee on which he served from 1992 to 1997.
The Parliamentary Boundary changes put into place before the General Election of 1997 meant that a large portion of Warrington South Constituency was included in the new seat named Weaver Vale, and Mike was selected as the prospective Labour candidate to fight this interesting and varied constituency. Returned to Westminster with a substantial majority, the new Leader of the House, Ann Taylor, asked Mike to be her Parliamentary Private Secretary. From July 1998 to June 2001 Mike served as a Government Minister in the Whip's Office as the Home Office Whip and North West Whip.
In July 2001 he was appointed as Parliamentary Private Secretary to Alan Milburn MP, Secretary of State for Health. From July 2003 to May 2005 Mike was PPS to Dr John Reid the then Secretary of State for Health.
He is now part of the Culture, Media and Sport Select Committee.
Mike is married to Lesley and they have one son, Thomas.
