Welsh delay a blow for dog welfare

The news that the Welsh Assembly Government will not be carrying forward legislation within this term to tighten controls on dog breeding and bring to an end the practice of puppy farming was met with grave disappointment by the British Veterinary Association.

Commenting on the statement made by the Minister of Rural Affairs this week, Mr Harvey Locke, BVA President, said:

“In October we strongly welcomed moves to tighten up the rules on dog breeding in Wales with the publication of the proposed Animal Welfare (Breeding of Dogs) (Wales) Regulations 2011 and felt optimistic that legislation would be enacted during this government term.

“This delay is a real blow for the welfare of the many dogs and puppies caught up in the puppy farming racket.”

Although deeply disappointed, Mr Locke hopes that Wales will continue to lead the way within the UK on dog welfare issues.

“The BVA feels very strongly that this is an extremely important issue and would urge Assembly Members to keep up pressure to progress the legislation as soon as the new government takes office in May. Irresponsible dog breeding and this abhorrent practice of puppy farming must be tackled as quickly as possible,” he stressed.
