Members of the public will be able to contribute to a debate in the Lords next week.
The BBC Have Your Say website is hosting a forum where the public can post their views, engage in discussion and take part in a live web chat with Lord Northbourne, who has tabled a debate on the role of good early parenting in preparing a child for success in school.
Public comments will be forwarded in advance to peers taking part in the debate.
Comments can also be posted while the debate is taking place and it can be watched live on BBC Democracy Live.
A House of Lords spokesman said: "The initiative is aimed at providing members of the public with a new and accessible way to engage with the House of Lords and share their views on issues that concern them.
"It also gives members of the House of Lords the opportunity to gain insights from a wider audience and help to inform their work."
The debate will take place on Thursday 3 February.
It will focus on how an important minority of the nation's children are today failing to achieve their potential in school.
He will outline several strategies which could help and support disadvantaged parents in their parenting.
