Ministers have said they are to consult on introducing a ban on displaying cigarettes in shops.
The Department of Health is considering new curbs on the promotion of smoking in England, with tighter controls on vending machines in pubs and restaurants also to be put to the public.
Public health minister Dawn Primarolo said it was "vital" to teach children that "smoking is bad".
"If that means stripping out vending machines or removing cigarettes from behind the counter, I'm willing to do that," she said.
"Children who smoke are putting their lives at risk and are more likely to die of cancer than people who start smoking later," she added.
Conservative leader David Cameron said the idea of the ban was worth looking at.
"As someone who struggled with giving up smoking, it helps if you take away some of the temptation," he said
"It is difficult and there will be all sorts of problems in terms of the layout of shops, that's why it is right to have a consultation."
