All government ministers on business abroad will return to the Commons for tomorrow's tuition fees vote.
Energy secretary Chris Huhne is at a climate change conference in Mexico and deputy prime minister Nick Clegg was also scheduled to be out of the country tomorrow.
It has been reported that up to 10 Conservative MPs may rebel against the rise in fees.
David Davis, Philip Davies and Julian Lewis are expected to vote against the measure with others abstaining.
Nick Clegg has confirmed that all 17 Lib Dem Commons ministers will vote yes.
He has urged the other 40 Lib Dem MPs to support the measure.
PPSs will be free to abstain but it is unclear if they will be sacked for voting no.
The coalition agreement allows the Lib Dems to abstain on the tuition fees vote.
However, at least 13 are thought to be planning to vote against.
While the government is expected to win the vote, it could be close if a considerable number of Lib Dems vote no and some Tories also rebel.
There is also speculation that ministers Norman Lamb and Norman Baker are considering resignation, along with some PPSs.
