The home secretary has said she "deeply regrets" that journalists were given details of her statement on immigration before MPs.
Theresa May came to the Commons on Monday afternoon to make a statement on the home office's plans to curb immigration from non-EU countries.
However, shadow home secretary Alan Johnson and Labour MP Chris Bryant complained to the Speaker that the details of her announcement were given to the press before she made her Commons statement.
After prime minister's questions today, the Speaker made a statement on the matter.
He said a copy of the statement very similar to the one given by the home secretary had been handed to journalists on Monday morning.
Mr Speaker said he continues to be concerned that key policy announcements and government statements are in the press before MPs are informed.
He said the latest incident was "a discourtesy to the House".
The home secretary then apologised and explained she had originally decided to issue a written ministerial statement on immigration policy, and that document was the one distributed to journalists.
She later decided to make an oral statement.
May accepted full responsibility for the 'leak' and pledged to ensure it would not happen again.
