The prime minister has returned to Britain today to take personal charge of the efforts to rescue Britons from Libya.
David Cameron is due to chair high-level meetings of the National Security Council and the Cobra emergencies committee in an attempt to reassert control over the botched evacuation.
Last night, Cameron spoke to President Barack Obama to discuss "possible multilateral measures" against the North African state which appears to be descending into civil war.
The prime minister said he is "extremely sorry" about the problems faced by British nationals and vowed that lessons would be learned.
A Downing Street spokesperson said: "The prime minister updated the president on his trip to the Middle East, stressing the importance of seizing this moment of opportunity for change in the region.
"The leaders discussed Libya and agreed to work together closely on the swift evacuation of nationals. They also agreed to co-ordinate on possible multilateral measures on Libya, including at the UN Human Rights Council on Monday."
Labour leader Ed Miliband said the government had "taken their eye off the ball".
