"I think we must now first make efforts to achieve as broad a debate as possible - and reach out to civil society, to universities and non-governmental organisations, and to young people and engage individual citizens in the discussion. The candidate countries should also be involved. By using modern technology, we can carry on a direct dialogue with citizens. Openness and transparency will be the watchwords. For once we have time - and we will take that time instead of immediately defining and organising the debate. I hope we will see many different initiatives, at both national and European levels, initiatives that will also give us guidance regarding the forms the debate will take."
