Clowns: Traditional providers of circus fun

New plans for the licensing of circuses could spell the end of this traditional form of family entertainment, the Conservatives have warned.

Shadow culture secretary Julie Kirkbride called on the government to change its mind on rules that would require circuses to obtain a licence for each venue.

To highlight the issue, Kirkbride was on Saturday set to meet with members of Zippos Circus, including some performers in costumes.

Following the introduction of the Licensing Act, Zippos Circus has warned that 2004 could be its last full tenting season.

There have also been fears expressed that the legislation could spell the end for this circus and many others throughout the UK.

"The financial burdens placed on circuses are unreasonable," said Kirkbride.

"For over 300 years, circuses have not required a licence at all.

"Despite promises of exemption from the Department of Culture, Media and Sport, new licensing laws will force all circuses to apply for an entertainment permit for every stop on their tours.

"If the government doesn't act to exempt circuses now it could mean the end of this form of family entertainment, which until now has been a traditional part of British summertime."
