Welsh MPs await report on assembly powers

Members of the Commons are awaiting the publication of a key report on the powers of the Welsh assembly.

Lord Richard has been leading a review of the way the Cardiff Bay body has functioned over the last four years, and is set to make recommendations on both its powers and electoral arrangements.

His report is expected at the end of this month amid reports that some Welsh MPs are increasingly concerned at the prospect of the devolved body being granted legislative authority.

Speaking in the Commons on Thursday, Plaid Cymru's Elfyn Llwyd said there were "legitimate concerns" about what the Richard Commission might propose.

Responding, Commons leader Peter Hain said all interested parties would have to wait until the report is published before considering how to react to it.

"This was a report to the National Assembly for Wales, it was not a report to this House although it may well be that the assembly and the Welsh Assembly Government and its first minister Rhodri Morgan make representations to us following that report as to any changes that might need to be implemented by way of legislation in this House," said Hain.

"I think we will have to wait for that period before we decide how to handle the matter."
