McConnell outlines child protection reforms

Scotland's first minister has outlined the next stage of a three-year reform programme for child protection.

The review began after the case of Caleb Ness, who died in 2001 after he was shaken by his father, Alexander.

An independent inquiry found fault "at almost every level in every agency" involved.

Speaking at a summit in Edinburgh on Monday, Jack McConnell confirmed details of the reform, including a national framework of standards for everyone involved in the care of vulnerable children and guidelines to ensure all agencies provide effective service.

However, charities have criticised the reforms thus far, arguing that simple measures, such as a dedicated helpline for those concerned about a child's welfare, have not been implemented.

In addition, they claim that support needs to be made available at a much earlier stage.
