Morgan unveils 'powerhouse' team

Welsh first minister Rhodri Morgan has unveiled details of his new Cabinet.

The focus was on the creation of a new post of social justice minister, which will be filled by Edwina Hart.

Morgan pledged the new role would put Hart "at the cutting edge of the new administration".

"This new Cabinet portfolio clearly demonstrates our commitment to tackling poverty and community regeneration in Wales combining both community action and government action," he said.

In other developments, Karen Sinclair takes over as the minister responsible for assembly business and retains the post of Labour's chief whip which she held prior to the May 1 elections.

Other posts are mainly to be filled by Labour AMs who held posts in the previous Cabinet.

Jane Davidson remains education minister while Andrew Davies continues as economic development minister with additional transport responsibilities. Jane Hutt takes responsibility for health and social care.

Sue Essex will be minister for finance, local government and public services, while Carwyn Jones has received the environment, planning and rural affairs brief.

One new face in the Cabinet is that of Alun Pugh, elected in the Clwyd West constituency, who is the new minister for culture, sport and languages.

"We have been endorsed and elected to deliver our manifesto commitments. This is a real powerhouse of a team that will make good our promise to the people of Wales, especially those who live in the communities as yet untouched by improvements in economic prosperity and social well-being," said Morgan.

"We asked for the tools for the job. We got the mandate we wanted. This is the team that will put it all into action."

Nick Bourne, leader of the Conservatives in assembly, said the reshuffle had "missed a massive opportunity to inject new and fresh ideas" into the Cabinet.

"Instead, all we are left with is a mini-reshuffle of his old Cabinet members with two new faces taking the place of the Liberals, one of whom is Rhodri Morgan's political chief whip - she will have to drop the secrecy and now act openly," he said.

Welsh Liberal Democrat chief Mike German backed the creation of a ministerial social justice post.

"The creation of a Welsh minister for social justice was an idea I suggested to Rhodri Morgan at the end of last year and one he ruled out in his clear red water speech," he said.

"Even though Rhodri has decided to go it alone, I am pleased he is still prepared to implement Welsh Liberal Democrat policies."

The Welsh Local Government Association welcomed Morgan's announcements.

"While we have developed an effective working relationship and a good track record of partnership with many of the incumbent ministers we look forward to forging new relationships with the new members," said Sir Harry Jones, leader of the WLGA.

"The WLGA will be seeking early meetings with the new ministers to discuss areas of mutual interest and priority."

Social justice and regeneration minister - Edwina Hart

  • Responsible for the government's programme for regenerating the communities of Wales and in particular those suffering the greatest disadvantage: including Communities First, Anti-poverty initiatives, the social economy, the voluntary sector and community safety

  • Responsible for relations with the police, the fire service, drug and alcohol abuse, youth justice and housing bodies

  • Responsible for the Knowledge Exploitation Fund

Education and life-long learning minister - Jane Davidson

  • Responsible for schools, further education and skills development, higher education and the youth service and careers service

Environment, planning and countryside minister - Carwyn Jones

  • Responsible for the environment and sustainable development, town and country planning issues

  • Responsible for countryside and conservation issues

  • Responsible for agriculture and rural development including forestry and food production

Culture, the Welsh language and sports - Alun Pugh

  • Responsible for arts, libraries and museums

  • Responsible for sport and recreation

  • Responsible for the languages of Wales
