McConnell vows to 'exploit the potential of devolution'

Jack McConnell has unveiled his party's manifesto for the forthcoming Holyrood elections.

The blueprint, entitled "On Your Side", says Scottish Labour wants to deliver economic growth, excellence in public services and stronger communities in a "confident and democratic Scotland".

But the manifesto launch was hit by rumours of a possible Labour defection.

It has emerged that Labour left-winger John McAllion is on the verge of quitting the party to join the Scottish Socialist Party.

The speculation intensified on Monday after the SSP withdrew its candidate in McAllion's Dundee East constituency.

Labour dismissed the speculation and sought to focus on the party's manifesto launch.

The party said its blueprint is an attempt to step up a gear as the Scottish parliament goes into its second term.

"I still feel angry about all those wasted years when Scotland suffered under-investment and decline, and when we were denied the opportunity to make our own decisions," said McConnell.

"Now that we have the powers to change Scotland, it is time to exploit the potential of devolution to the full."

In what some see as a move towards big government, the party says it will signal the end of the "do less, better" approach pioneered in the first term.

"Government should be on your side. Not secretive or remote, not expedient or wasteful. Not acting for self interest, but committed to the national interest. On the side of those suffering at the hands of yobs or drug dealers," said McConnell.

"On the side of children needing a better start in life. On the side of patients waiting too long and businesses with ambitions. Scottish Labour is on your side and the Scottish government I lead will be too," he pledged to voters.

Despite four years of a Labour led government, McConnell said he was "impatient for change" in Scotland.

"My vision is of a Scotland where opportunities to grow and prosper are enjoyed by all young Scots regardless of their background; where we use our partnership inside the UK, and our unique identity at home and abroad, to promote our country and all we can offer; a Scotland with strong communities where all older Scots have dignity in retirement, and families have a quality of life fitting in the 21st century," he said.

In the document, McConnell said Scotland needs higher growth if it is to achieve success.

"We will use the opportunity provided by the strength of the UK economy with the lowest interest rates, inflation and unemployment of my adult life, to invest in the future," he added.

The party also warned it will tackle crime and disorder - pledging tougher sentencing, new powers for the police and local councils and more police officers on the beat.
