Tyrie attacks 'destabilising' Bush

The US doctrines of pre-emption and regime change could lead to "international anarchy", a Conservative MP has warned.

In a pamphlet published by the Foreign Policy Centre and the Bow Group, Andrew Tyrie said he hopes president Bush and Tony Blair "don't mean what they say" about wanting to create a new global order.

In "Axis of instability: America, Britain and the New World Order after Iraq", Tyrie steps aside from his party's official line to say that since September 11 the US has "abandoned 50 years of multilateralism".

The new White House doctrines will be used by other countries to justify military action with which the West profoundly disagrees, the Chichester MP said.

The attempt to reconstruct a world order along the values of the West will also threaten many countries in Africa and the Middle East and encourage nuclear proliferation as states seek to defend themselves from pre-emption, he argued.

And the very different treatment of Iraq and North Korea is sending a "strong and dangerous signal that the means to avoid coercion is to acquire such weapons", Tyrie warns.

He argued that there is a strong case for humanitarian intervention where broad based international support can be assembled for it.

Where that support cannot be mustered military intervention in the name of Western values will be seen as a threat by all those who don't share them, he predicted.

"If we take at face value what George Bush and Tony Blair have been saying about the need for a new global order, they are making the world a more dangerous place to live," Tyrie said.

"The bedrock of order is the principle 'don't invade my house; I won't intrude on yours'. Both president Bush's doctrines and Blairite Salvationist rhetoric are threats to it."
