Policy and Public Affairs

A key topic for the NFB at present is the procurement of construction projects by the public sector. With the gradual introduction of longer-term procurement frameworks of work, the way in which works contracts are tendered is changing. We have recently conducted a scoping survey to investigate the issue from the perspective of our members, and will soon publish a report outlining our findings.

A major issue for NFB members in recent years has been their working relationship with the utility companies. Too often in the past, building projects were blighted by problems with connection, which in turn led to delays and financial penalties for building contractors. After investigating the extent of the problem through extensive consultation with its members, the NFB launched a campaign to improve the performance of utility companies on building sites. Acting as an advocate for members, many of whom had hitherto been afraid to complain or resigned to poor standards or service, the NFB has worked together with utility companies to agree a new plan of action. This ensures that all sides work to a set timetable, meeting agreed standards of work.

An emerging priority for the NFB is the issue of sustainability. We understand that sustainability incorporates more than being environmentally friendly, and also includes social responsibility and economic sustainability. The NFB is currently assessing its own sustainability as an organisation to ensure that it is as well equipped as possible to help its members address this challenge, which is only likely to grow in importance.

The NFB works closely with its parent organisation, the Construction Confederation (CC), on European affairs. We work to lobby for the interests of the UK construction sector both directly and as part of FIEC, the recognised Europe-wide construction sector body.

Health and safety are central to the work of our members. We support them in this field through advising members on changing regulations, providing training to equip companies to conform to industry standards and working together with the Health and Safety Executive on draft legislation.

We also work together with the CC on taxation issues. This involves offering professional advice to answer queries on all aspects of taxation that contractors encounter as employers, as well as providing guidance on more industry-specific taxation such as landfill tax.

The area of employment relations is constantly changing, and so we offer members generic advice on key employment issues. There are several electronic advice packs available as well as a more specialised briefing service.
