Deaths and injuries on the railways are likely to increase if the government presses ahead with plans for a shake-up of the network, the chairman of the Health And Safety Commission has warned.

A spokesman for the DfT said: "The secretary of state said he would look at three things, the increase in costs and how to control these costs, the fragmentation and overlapping of responsibilites and safety. No decision has yet been made on safety. The HSC has made contributions and we are listening to them along with all the others but no decision has yet been taken."

A spokesman for the TSSA said: "TSSA believes that the HMRI is best placed within the Health and Safety Executive to ensure that safety regulation in the railway industry continues to be maintained and improved independently.
