Local authority homelessness strategies are failing to take account of the needs of gypsies and travellers, the Liberal Democrats have warned.
A survey of councils conducted by the party found many councils appear unaware that the Homelessness Act 2003 classifies travellers living in unlawful encampments as homeless.

A spokesman for the LGA told ePolitix.com: "The LGA believes there is a need for much clearer government guidance in this area. We are calling for the provision of sites to be a statutory responsibility.
"This would help ensure that sites were located in the most appropriate places, that provision across the country was even, and that services for travellers families were coordinated."
Forum Response: Shelter
A spokeswoman for Shelter told ePolitix.com: "Shelter is aware that the way in which marginalised groups are consulted and planned for by local authorities, needs to be addressed.
"Accordingly, Shelter welcomes Lord Avebury's survey and is concerned by his findings that the needs of travellers have seemingly been disregarded by many local authorities, in areas where this is known to be a problem.
"Shelter has dedicated substantial time and resources to help local councils implement the Homelessness Act 2003 and Lord Avebury's report will help inform our future work."
