The government has admitted that the ID cards scheme not only faces a delay but is subject to a review to ensure it could operate effectively.

The Home Office, says the Times, could not provide a date when the cards will be issued.

Legislation passed earlier this year timetabled the appearance of the first cards for 2008.

A Home Office spokesman said: "The timetable is very much secondary to the review the home secretary is carrying out."
